Tissue production process: Tissue is made from cellulose fibres, either directly from trees or from recycled paper, which are mixed with water to form pulp. There are two main stages in the production of toilet paper: the production of the raw paper and then its processing into the finished product in the shops. Like all types of paper, virgin paper is manufactured from wood pulp. After bleaching with hydrogen peroxide and chlorine, the wood pulp becomes whiter. The bleaching process is not only for the aesthetics of the finished product, but also to remove the lignin, which softens the paper. Cellulose fibres are originally white and the glue that holds them together, although brown, is bleached with bleach. So it's not just the bleaching process that makes toilet paper white; the raw material from which the paper is made is itself white. Unbleached and recycled fibres can also be made into higher quality tissue. Toilet paper does not have to be white to be soft and absorbent, so tissue paper is usually white.
